Food making?

Why would a reporter headline a photo gallery with “Food Making at the Waukee Public Library“? Why not just use “cooking”?
Who writes newspaper headlines? Sometimes I think it’s just an intern who got stuck working the late shift and didn’t have time to actually read the article.
