Bus drivers above the law?

It is now illegal for me to drive by car and talk on a hand-held cell phone at the same time. Fair enough. I especially like that it is also illegal to text while driving which has to be the most insane thing that I’ve ever seen someone doing while behind the wheel.
Is it also illegal for bus drivers?
I saw a city bus driver talking on what appeared to be a corded two-way radio WHILE TURNING A CORNER!
That has to be way more dangerous than your average driver chatting on a cell phone.
Actually, has anyone been ticketed under the new law? In one hour last Saturday, I saw four drivers talking on a hand-held phone while in traffic. I’ve also seen taxi drivers doing the same.
