Spats? Really? Are you sure?

Who wears spats? I have never, ever actually seen a person wearing a pair of spats. That’s not technically true. I have seen spats on very old photos and in movies but never in real life. Have you?
So, could someone please tell me why so many people on Etsy makes spats?
Knit spats. Leather spats. Felt spats. Why?
Would you wear these? If your ankles are cold, put on a pair of tights. I can even understand leg warmers with a skirt or dress but spats seem useless.
I do like this pair. They look kind of like a tattoo and are obviously just for decoration without being heavy and annoying.
Not for me obviously, but probably cute on someone.

I am pretty sure these are not worn for warmth…just as a woman wears a belt around her shirt is not to keep her pants up. It is all for fashion. A way to change a shoe or boots look to match an outfit or dress up shoes to go better with an outfit. Everything isn’t worn for utillitarian reasons…or why would people have earrings?
Might it also have something to do with the phenomenon in style as “Steampunk”? A crafter can make a substantial amount in the shop on etsy if he or she markets selling that type of product.
